How do I turn off background data usage?

iPhone: Settings > General > Background App Refresh (turn off); also disable cellular data/auto-downloads for the App Store and iCloud. Android: Settings > Network & internet > turn on Data Saver; per app, Settings > Apps > (app) > Mobile data > restrict background data.
